The website clearly seems to be a scam, but what does he's trying to achieve? Don't say it's an honeypot by Google to catch-all blackhatters. ; )

Looks like they are trying to get people to rank for some keywords and you have to use their phone number in the website you rank so when the site does rank all the leads call that number.

They wont pay a dime.

On another note, Google knows pretty much everything that goes around and it knows the flaws in their system, they are just too lazy to deal with it or its not worth going after a small percentage.

$ 15 Billion revenues each year has something to do with it...

And on that site he runs multiple contests and then abandons them, presumably to get logos without paying - that's the sort of thing a cheapskate does, not someone with deep pockets.

Let's say he gets 100 people to sign up for his contest.

Let's say that 10 of them actually rank their sites for his KWs.

What kind of $ volume would the leads he gets from that effort generate? He would then control a bunch of spots in Google.

Every rent a private jet? It ain't cheap.

Will he pay off those that win his "contest"? I have no idea but he could really bank should just 10% of the participants rank for those 5 KWs with his company name and phone number on the sites.

I'd never participate in something like that as a SEO provider but he'll get a bunch for sure.
