Yes , it comes with a dedicated IP and each Ip costs 2 $/m

Please register and try to pay. Im not sure why you got that error . Also Please choose the operating system as windows
 
I was unable to connect to the vps from friday.
I emailed the admin twice but haven't gotten a response as yet
 
Obviously I am not the only one with an issue. I am still waiting to hear from support.....Is a any way you could find out what is going on?

You have finished your monthly transfer limit of 300 GB / month .
Thats the reason you are not able to login .
