If you open your eyes and read it again, you will see it clearly says that You will receive substantial rank increase or money back. It doesn't mean that you got 1 spot up due to google dance then drop hugely. Obviously you shall be ranking better after 8 weeks as compare to the start of the campaign.

Based on the experience, I can tell that if your site is not ranking well, you can get rank improvement upto few pages and if your site is ranking under 20, it can be few spots. However it largely depends on keyword competition, site onpage structure etc. Not everything depends onlinks and we cannot give a definite number/value of rank increase.
