We usually place links on part of sites in relevant niche (as much as possible, depending on niche and current availability), and other links on general/various niche sites (like news portals, various organization sites, etc.). You don't have to worry about links on adult/gambling/pharma sites or even on sites that just link to those type of sites, we filter them out and place links on 'clean' sites only. Regarding the specific country question - if you target some other version of Google instead .com, we will try to place as many links as possible on same TLD sites. The rest will be placed on .com/.org/.net domains.

We work with many sites on new domains that didn't have a single backlink when starting a campaign, and never had any problems. Of course, we analyze each site we got order for and adjust our campaign to domain age, existing backlinking profile, etc. Basically, we approach each site individually and brand new sites are not a problem.
