It is essentially a guest posting service, but we don't own any of the blogs and their all found as a result of manual outreach.

-True manual outreach on real blogs with traffic (Alexa ~400K, PR4, CF34). It does not appear to be part of a predefined set of "guest post blogs" that he owns or has easy access to. After checking the theme, reading other blog posts on the blog, checking the backlinks and website metrics, I concluded it is a real blog. It also has a link from Huffington Post.

-Niche relevant and high quality article. I can tell it was actually written by a native English speaker (not like the "native" writers from third world countries). It was written as a "Top 10" type of article, with appropriate subheadings and images. It was not overly promotional and did include a couple of outbound links to authority sites, making it appear very natural.

Those $22-$30 "guest posts" are all garbage. At $85 this is the real deal, and so I ordered 3 more.
