Need an SEO provider, budget $3000 - Experience so far

So you haven't paid for any SEO since being hit by both penguin and panda, you have disavowed all bad links but seen no improvements?
If you are publishing quality then I would have imagined at least a slight improvement.
You also say in a previous post that you don't want to buy links, so are you actually after a social media manager or something?
Promotions and SEO are related but they aren't they same thing, if you want to improve your SEO then you will need quality links.
If you have allocated $2000-$3000 for SEO, then how much are you spending on content and other expenses/services?
Also forget about the WH and BH bullshit, as several of the companies you posted in your OP claim to be WH but will just be buying links for you.

You kind of answered your own question. The best = $$$$.

If you are waiting for someone to say, "Use SEO company X - they will give you exactly what you need" you will be waiting forever.

You seem VERY nervous....yeah I get it you don't want to get ripped off...but any really good SEO agency is going to sense your skepticism and pass...because if they are that good they have a line of referrals out the door and don't need to try to convince you...also, the fact that you gave access to GWT to several and didn't hear anything back makes me assume its a complete cluster fu#k and they don't want to even deal with it.

Also, personally I would throw $3k/month at content promotion through Taboola and Outbrain to really get it cranking if you are scared of SEO. The traffic....social sharing...links you would get from that would crush the SEO benefit you would get for that price.

IMpossible As we are a news site we have a lot of scrappers linking to us. Our site will always rank beneath these scrapper sites using our content.

You have to stop these scrappers from scrapping your content. That's the first step you need to do. Any person/company that want to take your SEO job, should do this step first; else don't hire them.

Yes something like that. Build and promote inforgraphics, gives ideas on link baity content etc.

Trust Flow = 21

Citation Flow = 36

External Backlinks = 30k

Referring Domains = 4k

If that is your max budget you should really take my Taboola/Outbrain advice. Create awesome content internally and promote it via those channels. You will gain exposure, social shares, links all naturally. You know all 3 of those things will be 100% REAL doing it this way...with a budget like that those SEO companies are going to outsource (to BHW) because $3K isn't a lot of profit after they pay their staff, the rent, etc.

You want safe? Create your own content and promote it via Taboola and Outbrain. Done.

Yes, I do. It depends on the content. Infographics and meaty posts do well. You have to have great content though. Not a $100 shitty infographic. I'm talking $2.5K infographics done right and huge blog posts that cost $500-$600 to have done. Quality, quality, quality...but it is the best way to seed link bait...especially for a tech blog (which I assume you have)

Well, building links is part of the process. Remove the shit, add some good. And you don't want to set off red flags with unnatural link velocity (and that's what 99% of the SEO services will do) - so by promoting content you will get the social sharing and exposure that will result in natural and relevant links being built.

Yup that makes sense. One of the best ideas i have heard so far. But again we don't have the time to do all that, i was under the impression that SEO companies will do this for us apart from getting us out of Panda and Penguin.

Yeah, but they are 3X your monthly budget...all that outreach (done right) takes time and serious connections.

That is why I mentioned using content distribution through Taboola and Outbrain. They will syndicate your content on relevant sites. You can select the content you want to promote. I would take one month's budget and get a great infographic and blog post done. Then, month 2 dump $1,500 into Taboola and $1,500 into Outbrain. Promote just the 2 pieces of great content and measure the results. Then adjust in month 3 and allocate the majority of the budget to the better performing option...$2K and $1K and then measure again. And go from there...
