The part with the webdesign companies is clear. I must almost say, that a lot of them provide seo as service, but not each site in their portfolio use this service.

As "not the good seo companies" in this sentence above I mean not very smart for lefting such huge footprints (1). Such links will not be good seo for their own sites (2).

a new client of mine had been paying for SEO for a few months. i noticed his site was penalized for dup content due to the old SEO company pretty much copy and pasting 10+ pages for city specific pages. terrible

It IS true. Most SEO companies subscribe to the churn and burn model. Mostly because even when they do rank clients, more often than not, they do not re-up for another contract, for a variety of reasons.
So most just go the churn route, which is sad.
There are other ways to make this business model work- I don't recommend the churn method. Oh yeah- and morally it's wrong.

Actually, most don't intend to "burn" their clients...they are just outsourcing to shitty outfits to save money. They have ZERO control over the SEO. They are just taking a cheap $100 SEO package or ordering a bunch of shit from Fiverr. Zero control and the client ends up getting fucked.

Just my 2c but a large portion of my previous clients still show footer links as once the agreement is terminated why would I go back and remove the link?

If you looked at them a large chunk of them probably no longer have SEO/IM work done to sites.

Clients need to be clever and remove links to seo companies, they have already paid for their services, why should they sponsor their links?

As I feel,people daily creating websites and they want to rank that websites to first page of Google so that there products will be sale,now if one gets good reviews and good number of clients in this SEO field then it would be better if he is opening the company and make good amount of money.But I repeat again "Review & Reputation Matters"

This is one of the reasons I hate most agencies. Usually, when some business owner hires me I found out they have been charged $2,500 USD for a website with just WordPress installed (wrong configured) and they claim to be "the best in town". The price is just ridiculous, same for AdWords Management companies, they don't care about the client after they paid. Better be a freelance and grow your name.

I would double your prices and then send them a link to your blackhatworld profile, they will see that your an seo ninja and dry hump your leg. FACT
