It occurred to me that if G really penalises 301 redirects when used as a BH SERP manipulation technique, wouldn't it be possible to set up a bunch of spammy 301s to your competitors' sites as negative SEO? I mean, your competitor wouldn't even know why his site had been penalised. I'm not suggesting that anybody does this of course, I'm just querying whether 301 redirect penalties really exist.

They are, but it is also possible to get away it. Why would anyone want to pay for a domain and point it to a competitors site just to bring them down. Its a least preferred negative seo method which could in the beginning actually give your competition a boost.

They are not penalizing 301s. Companies have dozens and hundreds of 301s pointing to their homepage. That's called "we acquired Company X, and now they are part of Company Y"
Not sure why you're even asking this but:
Cost of domain: $10.
Cost of 301 redirect: $0.
Number of $ in your bank as a result of your competitor disappearing off the radar: $kkkkk

301s can't really be penalized as a whole, since hundreds of thousands of legit site 301 their old site to new ones when they move.

Why do you think this is untraceable? One just has to trace the referrer unless it's a ref blanked redirect which is usually done by JS and has no effect on SERP as per my knowledge..
I am by no mean a guru in SEO but I as per my knowledge, you can negate these penalties using the disavow tool may be ( not sure if it works with redirects ).

OK, so why do so many people 301 to tier 1 and tier 2? If your site can't be penalised, why do you need that protection?
Yes, sorry - I just meant that it's not so obvious when you have 301s redirected to your site. Clearly, well-informed site owners would have the ability to check up on site metrics and spot 301s, but the not-so-informed site owner may not be aware of them and what they do.
