I am A Indian User And Want to Create a PayPal Account But The Problem is Indian users must have a PAN Card Which Is Issued By Our Government . And Yes You are Right I Don't Have it as I am ineligible for it . So Can I create a Account With Another Country 's IP With Fake Details . I Will Only Use it to Receive payments and Spend It Over Online and will not keep more than $50 .
Please suggest me methods I Really Need a PayPal To Buy Some Stuff . There Is No Way Of Getting It Legally

If you're under 18, why don't you create an account with your Dad's name and use his Credit Card to pay for stuffs?

It's easy. Get a dedicated VPN in the US, create the account with fake details from fakenamegenerator.com, and use a VBA (Virtual Bank Account) to verify it. Alternatively (and this is the easiest method), pay someone to create it for you (hint: secondeye).
