I have been trying to find a way to uses facebook targeting in countries that are not allowed by facebook due to the american sanctions .
some of the countries that are not targeted by facebook ads including sudan, Syria and some other counties on the list, while they are allowing facebook to be used on those countries. Businesses owners on those countries are finding difficult to make ads and target it to their countries audience.
Is there are other ways to do this targeting, I have read about build audience section but I dont know if we can use that and if we can how to collect the users of that country email addresses in order to build the audience list.
I also want to know if there any other legal way we can use to achieve the same ??
