Recently i received my payment from amazon to my payoneer account normally my earning is $203 and they send me just $143 what the hell, by the way im not publisher im just affiliate is that concerned about the latest tax amazon update?or they steal my money ?

Everyone is subject to taxes... affiliate of publisher, doesn't matter. Just the tax rate differs for those two.

The only way out of this if you are not American is to apply for a TIN that's a tax identification number from the IRS. It's quite a simple process as the forms are online but they are a pain in the arse as far as efficiency. They have lost my passport details 3 times now and although I use a private postal service to speed things up from here in the Philippines, they always use snail mail.
