I'd say for 95% People, its their Morals & Conscience that stops them, for the rest 4%.. its usually $$.
Rest 1% do it and learn later that they did a shitty thing and it didn't even benefit their site, because -ve seo doesnt get their own site up in SERPS.

Because Google dont have human brain, its just a system which consider bulk links as spam and is designed to penalize website with spam backlinks profile.

If you are tracked you will also get in serious legal troubles. You are deliberately hurting, maybe even destroying another business. That is not a game, that is capital crime. No kidding.

You can. Just like if you have an offline store, you can pay a thug to break your competitor's window at night, or spray paint on their wall/door. Would be very hard to track him down or link it to you.

black hat SEO is about ranking YOUR site with manners that do not follow G guidelines.
Neg seo is about hurting others hardwork because you cant do sh!t on ranking your own site.
@op - you think it is easy to blast someone that have done great work on his site just with backlink blasting? you are 100% fooled if u think so.
well established sites can't be hurt by noobs who dont know even how to rank their sites.
probably trying to neg seo, you would just give them free backlinks.

I would have to agree here. I don't do it for moral / ethical purposes. I felt bad just thinking about negative SEO'ing a clients website who screwed me over but it's not worth it in the end trust me, your conscience will eat you alive
. Plus I believe in Karma, do good things and the universe shall return the favor.
