Buying verified Google Adwords accounts - tips/recommendations?

I just found out that apparently, some users on BHW sell verified Adwords accounts.

Questions:

1. Any recommendations on buying one?
2. Does Google ever notice the shift in your IP (one minute I'm in India, the next I'm in Australia!) and flag your account, or are they not that sophisticated?

I want to do some "interesting" things on my account, and not have it attached to me.
