Problem with Facebook Invitations

If i want to increase likes to a fanpage. I used to scrape targeted UIDS and convert them in to FB mails and invitations sent to those people. Now, I couldn't find the way to send invitations to the desired mails. Did facebook changed its policy or Is there any other way to send invitation to desired mails?

as far as I know this has been blocked.... before you used to be a able to do this ... but now they are blocking/closing accounts
