Cannot upload video

Trying to upload video to my Ig page and it says "Unable to load image" and return to profile page.

Tried to switch from advanced ig camera - not working
high quality image processing set to OFF - not working
tried to change video format on computer - not working

video is about 17 seconds long, maybe it's issue? never uploaded video to ig before

Yes, Instagram.
I found that information on google, they said you can crop video if it's longer than 15 seconds, so I guess it's not problem.

edit: just tried to cut video to 10 seconds, not working.

I edited all my videos using adobe premiere at 15 sec. It is about 10mb and 1000X1000px.

I couldn't upload the videos on my iphone 4 but on the iphone5, I could.

Well it's not about video, I tried to upload on my friends phone and it worked. But it worked by using "Gallery" on his phone, but I use tablet to upload photos and videos so I have no option to pick video from gallery, I've tried to install some apps but not working.. Any trick?
