assuming you were me, you want to rank for "SEO California", what would be your first step? I have this doubt because I thought of using 301 to strengthen it first. Good idea to use a 301? or start to get a new domain as normal and start everything as usual?

What were the previous steps?

as u can see, 'Seo California', don't you think it's very target kw to get client?

It would get clients for sure but if you do not know how to rank it, how are you going to serve your clients?

Maybe I'm weak in explaining thing, I'd successful case ranking my own stuff, but previously I never use 301, so this thread is about whether I'm too outdated in kicking things off.. hope u get me..

I get you, yes, People use 301s successfully as PART of their SEO.

As to ranking that particular KW phrase it would require a lot of work to see what is required and then to put into play.
