You could use it for Tier 1 or anything above. You can use it on the money site, but I recommend you only send a portion of it to the money site if you do, as its a lot of links. Ive not had a Tier 1 web 2.0 get deleted for anything close to this. I got one deleted for bombing a couple million or so links at it in a couple weeks time, but not something so small. However it dominated spot #1 for a very high competition keywords for nearly a month and then was in the top 3 for weeks longer before it finally dropped.

Well the packages are for links, not traffic. Traffic would come from ranking your site and then people clicking it in organic search. So it would entirely depend on how old your site is, what else you have done to it, your on page, the niche competativness for your selected keywords etc... entirely too much to speculate, but if you follow the general best practice urls then these packages will help with your SEO, but its probably not an end all package.
