Like the title says i am confused with it but i know it redirects links
bc i am trying to put some ads on fb but they wont let me use the link i want and my brother told me to use a cloaker so???

As you can tell from that simple definition, it can be used for good and it can also be used for even MORE good $$$.

so i can buy a domain and use the cloaker and lets say i put that domain on my fb ad but once they click on the ad it takes them to the domain and then redirects them to my affilate link?

Cloaking is used for promoting offers which are against TOS.
Cloaker directs reviewers to "clean" page/blog post and normal visitors to "dirty" offer/ad.
