[Help]Limited Paypal

I don't know if this is the right section, but i couldn't find a proper one.
I have an US pp account (had to make it because i couldn't receive funds at Serbian pp account), which got limited.
I had 600$ at it.
Here is what i need to do
1.Confirm your bank account
2.Photo id
3.Provide Invoices
4.Provide Proof Of SSN
5.Provide proof of delivery
6.Confirm Identity
-I contacted someone under nickname -forwarderz. He have a successful pp remove limit service.. But since i can't pay him until my limit is gone, is anyone else willing to help me to resolve this issue?
I still didn't get any reply from forwarderz. But i think that he won't like what he will hear about getting payment from me.

You're not doing anything against paypal TOS.
Better hire a graphic designer that can do all the edits for you.

I need to chargeback payment of 150$.
I contacted forwarderz regarding that...
btw, can someone from US make a phone call and solve things? Saying that my account was hijacked (they can check the ip..most of them are from Serbia (that is me), and the last one was from US)? Or i will need an graphic designer? Or something else.
Btw, this sounds nice 'Our fees are 10% to 30%' . But if i can pay less, why not.. I also need to chargeback 150$.
