I had a bear of a time getting approved a few years ago and just built a quality site... lots of pages, good information, unique content and made it relevant to selling products.

Submitted for approval and got approved.

I don't sell much on eBay and I do not buy much either but it is tied to an account with not complaints on either side to maybe that helps.

OP, I built a nice site and drove traffic to it organically and have links to eBay products on the site. I know there are a zillion other methods that are out there and hopefully they will be shared.
