There is no appeals process(that works). Start new account, don't do whatever you did on the first one.

For the possible reasons: maybe your IP was used to spam, then you got the IP and got busted. It's part of the business. My current IP has been flagged as spammy by Google, for some reason, I did not bot Google on this IP at all, someone else did before me.
