Blocking googlebot and 301

I thought I knew the answer to this question, but now I'm seeing conflicting opinions.

Site A is penalized. Site B is a fresh site with the same content.
If I block gbot from site A via htaccess and WMT (so it won't see duplicate content)...and then 301 site A to site B...will G still see the 301?

I thought it would, but I'm now seeing stuff saying that it won't. Anyone with knowledge on this?

No it won't. You are blocking Google from crawling your site so it will not see the redirect. Why are you blocking Google anyway?

So that it won't see that the content on site B is a duplicate of site A.

Block crawling via robots.txt. I wouldn't use WMT for anything and would delete the site from it frankly.. 301 Redirect via htaccess and as long as there are links to site A that GBot is crawling, everything will work out fine. If it didn't, no one would be able to use 301s for anything.

Thanks. I don't put a site into WMT until it apparently has been penalized, then I add it just to confirm before moving on from the site.
