Is PBN is still effective for ranking any keywords as google penguin is updated recently. Is it still worth to invest money in ?

Yes, PBNs are highly effective, but they come with some risk too. Also, many networks have been compromised especially the public ones, but if you can find some truly private ones then you'll probably rank very well.

PBN's can be very useful.
Build your own as people are bundling together crap sites and calling them PBN's or they are leaving footprints everywhere which defeats the purpose.

Minimize footprints and take a couple hundred bucks to get started building your own, however
do not share it and keep it private. Then you can expect some decent ranking for the long term.

1. Its not the easy route, but it is rewarding.
2. Its not cheap!

It might be, but Google bot can't suppose that, by default, only the people who are interested in manipulating SERP results, block those robots. You can't just mass ban them BUT that can be a sign which will trigger manual review.

So it's a 2 way story.

PBN probably like web 2.0 will always work, better to build your own network, it is not that hard as it is sounds, but quite expensive.
Only what you should keep in mind that you never live any footprints,unique content, different domain registrats, hosting, proxies and most important you shoud deal with it as with real site.
I do not advice to buy this kind of links, I can not speak about all, but many sellers just buy domains, create pbn using sofwares, generated shit content, without dreep feed, those PBN's get abused and deindexed quite fast.

For those who want to start his PBN I can advice to look clother to zebroid (It must be in bhw somewhere)

PBNs are always effective, you should just working in a penguin friendly way as well as panda friendly in terms of making your PBNs legit sites with useful content.
