It will really depend the way you setup your pbn and how you link out to your domains, otherwise nothing would seem to be working.

Sure it is and it will be always.
If network is protected and well made you are 100% safe as blogs looks like random real blogs.

NO! robots.txt is readable by everyone. It is a footprint.
Do it by .htaccess

Hell yes Just do it right the first time. There are plenty of great guides right here on the forum and almost all of the big-dog SEO bloggers have guides on how to create one these days.

PBN are good for backlinks but use different host, use good domains, and make only niche based network...
