There is a keyword that gets millions of searches every month. Most of the sites on the first page have like 400-600 backlinks, and were registered like 2 months ago. Ahrefs says they don't have any 301 redirects. How are they getting them to the top page?

it depends on niche, backlinks, on page seo , relativity of backlinks...........
also dont forget, new pages get a boost for some period of time, and then go back to where they must.
it is a favor period from google so they get a taste of 1st page and then if they cant rank well, they start paying AdWords.....

So big chances they are using a 301 redirect right?Ahrefs, Majestic SEO and many other tools are becoming useless day by day .. all blog networks even smart 301 domains are blocking them .. you need to ask those guys to give you access to their GWT to have a closer look

The use of 301 can be hidden - just block the ahrefs or similar bot from accessing the 303 domain by using /robots.txt or .htaccess.
Also, if they are using private blog networks, the onwer also can block ahrefs so no links would be shown while the site itself is being saturated with links.
Many possibilities if you can think creatively.

they could also have links from private blog networks that block backlink checkers. do you know how to scrape back links with scrapebox (not using the back link checker addon)? I use scrapebox as a last ditch effort to find out more about a competitor's rankings if I feel like I'm not seeing the whole picture. It's helped me out a few times. It requires a little extra effort than just typing in a URL though
Seriously man, use a little common sense. A 2 month old domain ranking page one for a keywords that gets like 3 million searches a month. Yes, I'm sure the owner did some great high quality SEO in the span of 2 months.

Quality backlinks and hidden backlinks are the secret. I think only this sites can have the answer to the hidden backlinks. It's true, Majestic Seo & Ahrefs are not 100% closer to the real status of the backlink history for one site.

Looks like somebody is targeting that niche and all the results on the first page are probably owned by the same guy.
Monitor and research it and see how long it lasts.
And as somebody has already said, Ahrefs and the other tools can only show you so much.

Send me the keyword / Site and i will tell you - the last weeks i saw a lot of sites that use 301 and they all block ahrefs etc. via htaccess. but they can't block my german seo software, because their bot is mostly unknown ;-)
