I didn't understand why that would be a big footprint but if you mean the robots.txt would be the same in all sites than it doesn't work like that. It works with redirection method. It redirects the unwanted bots to 404 page. If you mean the plugin folder would be the same on all sites than again that folder is forbidden to bots.
