If you're under 18 then they will close your paypal account and they will let you to send your money to your bank account.

I was hoping that would be the solution.
When I called before, they asked for my date of birth for 'security reasons' and I panicked & hung up because I entered a false one upon signup.
Should I call them, say the date of birth I entered and then tell them the truth?

There's nothing you can do with your current account to raise the limits.
Your best option is to either use a family member's or friend's PayPal account to receive the money in future.
If you can't do this then you'll need to create a stealth PayPal account. Can the country of the PayPal account be any country or does it have to be a UK PayPal account? If so I take it you're receiving money through eBay.
If this is the case then you'll have to get a new IP, fake address, fake name, etc. With these details you'll need to create a new UK PayPal account and then use that account to the limit is used up and then repeat the process, this is however pretty risky as it's very easy for you to slip up and then PayPal will limit all your accounts. PayPal also limit new accounts that receive lots of payments or payments of a high value. So with a new account you'd need to slowly build up your transaction history by receiving 1-2 small payments a day. You have no hope of verifying a UK PayPal account without real details, because in with a UK PayPal account you need a real UK bank account, a real UK phone number, a real UK visa card, etc. No one will be able to provide you with a UK phone number, let alone a UK VBA (Virtual Bank Account), anyone who can offer you this is a scammer.
If however the country of the PayPal account doesn't matter then I recommend you to go for a USA account. I'd say USA accounts are the easiest to verify plus there's no shortage of legit suppliers who can provide fully verified USA PayPal accounts, in fact there's a couple of suppliers in the BST section on this forum. They can probably guide you on how to safely use the account without getting it limited.
One other option is for you to keep any eye out in the Joint Venture section, every now and again a person will crop up offering the use of a UK PayPal and eBay account, you could do a JV with someone. When you get enough quality posts and time on this forum that might be an idea for you if you still need a UK verified PayPal account with no limits.

Next time, be sure to stay 100% legit so this doesn't happen. Play by the book or PayPal seems to be the destroyer

Yeah, I thought since everyone else was doing it I'd be fine. Kinda dumb of me.
I don't understand why I'm allowed a bank account but not a PayPal though.
I'm also sure they can't just take my money, no matter what my age is. Isn't that illegal?

That'd probably be the best solution.
As for your future earnings, well since your earnings aren't from eBay, I take it that the PayPal account can be any country? Just search around the BST section for sellers of fully verified US PayPal accounts, most of the sellers will provide you with some sort of guide on how to keep your PayPal account from being limited.

If you choose someone on here you can see all their reviews. They definitely won't steal your money as you'll change the PayPal account password and other stuff like that to make it more secure, plus they wouldn't do that anyway because they value their business.
The bank details will be a virtual bank account that was registered for that specific account, so theoretically once you've bought the PayPal account the bank account is yours. They don't use their own bank account or details.

Is the 18+ restriction simply ageism ("if someone's under 18, he/she will definitely be irresponsible with their money!") or is it for legal reasons?

I hate PayPal as well for other reasons. It just depends on the PayPal agent you get, sometimes you can get a really helpful one other times you get some rule abiding prick who'll not listen to you and will be very unhelpful. However, it's pretty likely they'll give you your money but you never know with PayPal.
I'm not entirely sure, I think the 18+ restriction is in place for the same reason that you're not allowed to drive until you're 17 or not allowed to gamble until you're 18. I think in the US they have something where you can register under 18 as long as your parent has an account and links their account to yours, give it a couple of years and the same thing will happen in the UK, not that it'll help you much then

Just discovered PayPal Student Accounts. Wow, if only I knew about that before.
Here's my plan:
I'm going to call up PayPal, tell them the date of birth I entered and ask them to close my account & transfer the money into my bank account. If they comply, I'll make my earnings go into my dad's account and he'll set me up a student account and keep adding the money to it.
Sound good?

I found out on DigitalPoint that you can send your parents' information if you include a message saying something like this:
"My son is underage, and therefore cannot provide a utility bill and whatnot. I, as his legal guardian, am now faxing my passport copy and a utility bill under my name because I meet PayPal's minimum age requirement and I am responsible for paying the bills.
Rest assured, the account will be closed as soon as the limit is taken off, and I will be making sure my son only signs up to PayPal when he is 18."
But in the description box, you can only enter 60 characters. That's less than 10 words. WTF!
I tried to fax them but I don't have a fax machine and there is no fax modem built into my computer.
I also can't open a student account. If you try to make one as a parent, it just says you can't access it. If you try to make one as a teen, it just gives you an SSL Error.
Now they're not answering the phone.
I fucking hate PayPal.
I have $1352.76 in my account and they won't let me do anything with it. My dad's solicitor will be informed.
