1- for the url , should be the homepage or the article , if i use the 8 keyword for the homepage , will that article rank up ? (have a software store kinda , so the article should rank) hope to clarify that !

By default we distribute 30-40% main keywords and use generic/naked URLs, etc for the rest. But if you have a special requirement for the anchor text distribution we can take care of that as well.

I am not sure I understood your first question correctly. But if you meant homepage and inner page then yeah you can use both. As for the 2nd question, we accept French sites as well. Hope this helps.
