elance, getafreelancer, freelance or guru?

whats your experience using this sites I need someone who can design me a basic html website

...I haven't outsourced much but you can give the sites you mentioned above or look for people in india, Philippians, and similar countries. If you can find the right people you can get decent deals together but, talent scouting can be hard.
