Hey even if you do not have the minimum requirement, you can still purchase the other plan which makes you a donated member ( pink username color). You can start your BSTs with that as per my knowledge. If you want Jr. V.I.P. after you have the requirements, you will have to purchase the membership again.
For starting a BST, you need to be free of any infractions and need to pay a small fee( contact a moderator to assist you out).

You need to have 100 posts to get qualify for the Jr.VIP Membership even if you pay $97 sonce your posts are only 50.
Now, i am not sure the donation status will give you the previlige to post the BST
