Well In the Beginning you can look at hire a freelancer section.
When someone posts for a job/requirement and if you fit it you can contact him and start working.
This is the first step you can take to get good clients as a freelancer.
Next step spent sometime in forum 3 months atleast with 100+ post Get a JR.VIP membership and then start your own sales thread.

Follow this steps
1.create a website for yourself
2.collect emails and phone of businesses from local directory
3. search for scripts online and do cold calls for all businesses. Try to quote low price if you are beginner
4.Send emails to all of them.
5.You will atleast 2-3clients/100emails and same rate is applicable for colding calling too.
