Instant Ebay Payment. Not Hold 21 Days.

Hello guys,

I start selling on ebay before 3 days. My feedback is 0. And i sold my first item yesterday.
After buyer pay for the item, money was come to my paypal account. ($44) . But Paypal was not held that money. They release money instantly.
But today I'm also sold an item. It's price $33. Now paypal hold that money for 21 days.

My question is why paypal not held my first sale money ? Is that normal ?

No, its not normal. Maybe they linked it to older accunt?

What if I'm not a new seller, but I created a new selling account?

I don't have any old accounts in ebay. I'm New to ebay selling.

Well, paypal sometimes does strange things.
E.g. my account is 7 years old and so normally I do not have any holds at all.
BUT: I sold a dvd for about $10 or so, money was held. I contacted ebay and they said it is due to the BUYER (!), it is a new buyer account with 0 feedback and "unconfirmed" (not sure what they mean). So after tracking has shown "delivered" they released the payment *lol*
But they said it is due to the buyer because also his paypal account is new and unconfirmed so there would be a risk that the money would be "disputed" or that the account is fake etc.

Sometimes they hold it to make sure that the buyer is legit. I once sold a $500 camera and they held the funds for a few days.

Same has been happening to me sometimes money is held and sometimes it is not, its really weird because before yesterday everything was held but yesterday they released all payments instantly.

I had a couple of stealths have instant released funds. I'd say it's pretty random.
