I think you are mad at the people doing this to you.
In fact you cant do anything against him/her in normal terms, beside you can try Negative SEO attack against his/her website.
Will it worth, you decide...

Disavow and submit reconsideration request. If you can't do it check the marketplace for such a service.

Go to the ahref and analyze your site. After that, found the bad links and try to manually delete it if you failed to do so then use the "Disavow". Do not only use the "Disavow" because google needs to know that how much effort you puts to delete these links. After that submit the reconsideration request and while submitting the reconsideration request tell them all the situation and also tell them your efforts which you do to remove bad links.

Don't file for a reconsideration request overnight. They know you didn't do jack shit to fix it in 24 hours.... Give it a month at least before filing a reconsideration request, at least show an effort of cleaning up.

That is, if you care about this domain. Personally I'd buy another and move on.
