I have only experienced increased activity on instagram , not sure how would you say it's dead.

Increased activity makes absolutely no sense.
More activity is from instagram raising the amount of activity allowed.

You can do that,
Easy way to get lots likes is to post a photo and use the #follow4follw #likeforlike tags but like 15 of them.

It will get alot of spammers and 12 year old but hey, i never said quality. for that i have my own methods..
