I know you answered how many accounts should go to one proxy, but I'm not sure if you meant that for the comment upvoter as well. If I want 50 upvotes, I would use 50 accounts obviously. How many private proxies would be needed, though? Do I need one for each account? Let me know please. Thanks

If you can login to 50 accounts using 10 proxies then you can bind them to those account by assigning it to each accounts.

Example for 5 proxies with 10 accounts

username1,password1,proxy1
username2,password2,proxy2
username3,password3,proxy3
username4,password4,proxy4
username5,password5,proxy5
username6,password6,proxy1
username7,password7,proxy2
username8,password8,proxy3
username9,password9,proxy4
username10,password10,proxy5

But it's better if you assign the proxies you used to create those accounts so it will not trigger phone verification.

It really depends if those accounts are PVA. If not then those accounts are at risk of triggering the phone verifications.
Better ask the seller if it can they re-verify the accounts if the PV is triggered.
