You need to do some more reading on Local SEO theory. I can tell by how you are using the language that you do not understand the concepts behind Local SEO because you are not using the correct language.
There is Organic results, and there is Local Search results. That's it. The "7-pack" is a presentation mode that can change from day to day, location to location, niche to niche. Google can choose to display the Local Search results any way it chooses, so to describe them as the "7-pack" is incorrect.
It's usually easier to rank in Local Search than Organic, and the methods to rank locally are safer to use that those used for Organic results. The quality of the traffic, conversion rate, etc... is better from Local Results also. Of course, as usual, the difficulty to rank well depends on the competition, so the first thing to do is an extensive analysis of the Local Search results as they currently are, and discover what they are doing, and emulate that, in addition to all of the other standard "boilerplate" practices in ranking locally.
