Was wondering for private blog network if their is a rule of thumb about how many relevant
high PR backlinks are needed to rank low comp keywords?

You will need 9.623464567234897674322564321345675634536785839048 High PR Backlinks.

There are no rules of thumb for backlink amounts in SEO, you gotta look at your competition and go from there.

The number of backlinks is not really a matter. The authority of the linking page is matter. Try to get backlinks from sites with high PA and DA. Also, your onsite optimization and content plays a key role in ranking. So, improve that.

High PR is not the solution but link quality matters much so concentrate on that to rank higher :)

Can you be a more specific what you mean by "link quality"?

Are you including other things in addition to PA, DA CF & TF for link quality?

Can someone explain what is PA, DA CF & TF

Why? You already know exactly how many high PR links you need to rank :p

PA = Page Authority
DA = Domain Authority
CF = Citation Flow
TF = Trust Flow

PR is the metric that mainstream still cling on to. I don't mind though, more money on the table for me :)

Use ahrefs to check the guy who is number one in Google for this low competitive keyword. You will see his backlinks and the tool will tell you the information that crazedspyker said. You may beat him by getting better links.

This is an impossible question to answer. You can rank for a made up keyword without links. It really depends on the competition.
