depends what means for you fake PR... as long as Google toolbar shows the PR and the "info:" looks ok, you can't say it's fake, like these guru proclaim without minimum research...
plus, if you consider that SecurityWeb.Org has lots of backlinks from http://www.cti.gov.br (PR6, 17k indexed pages), http://fhuce.edu.uy/ (PR7), http://uca.edu.sv/ (PR7) and many other edu, I think you have the answer

So yes, this can indeed get sold to some unsuspecting noob because it looks like a real PR8, even when doing a PR check at http://www.rankchecker.com/pagerank-checker/ , so let's say the guy sells it, he yanks the 301 and points it somewhere else. That PR8 becomes a PR0 and you lose.
