Please do not listen to eBayUltimate .... this is very bad information, and you should not be giving it out if you honestly don't know what your talking about.
Listen jp_smith the first question you need to ask yourself is how did the account get limited in the first place. Were you selling alot to start out in your eBay Business? Were you selling a high risk item? Did some account get linked? After you get an idea of what it could be you need to focus on stopping this from happing again, because this can be one of the biggest problems with dealing with eBay!
Now as far as your money being stuck in PayPal, you need to be careful. Because if you tell your customers to do a charge back they might not pay you again to your new PayPal account, and that wouldn't be good! Also it does seem "weird" to the customer that you want them to do this. Put yourself in the customers shoes. Also if your sending it to a new PayPal account you will be linking all those accounts together, and you really dont want your personal account to go down!
If all PayPal wants is an I.D or something like that you can get it here with some sellers, and/or you can just wait the 180 Days and withdrawal your money!
