You are damn right. What you get is what you pay for. If you don't have anybody supervising them, you will be wasting your time. You better outsource by piece.I've tried to outsource to the Philippines before but have usually found it to be a waste time.
The good ones have a 'pay me the going US rate' which defeats the object but try explaining that to them. I did and it was just a 'going round in circles' situation.
The other type is like somebody above posted. They claim they can do it, even show you projects that 'they' have done. Then you start working with them only to find out that they actually can't do the work. When they start to realize you're getting wise to them they just go silent on you and whatever money you've paid is wasted.
Just my experience for what it's worth. Like most things in life you get what you pay for.
