Why do most forums ban for duplicate accounts

Because most of the times that person has broken the rules and got himself banned and creating another account is circumventing the ban.
But if someone happens to forget his logins or about his account and registers a new one, I don't see any problem the one in position helping him out.

Well,
have you seen some guys sell outside of BST and the guys who post their affiliate offers in the CPA section?
You would observe that the top 5 posts are filled with newbies saying "Ooh, this is the best", "I've tried this and it works", "Where can i buy this?" and such.
And often you can see that these guys are registered on the same date as the OP.
This would lead complete newbies to believe that whatever product or affiliate offer is legit and which may get them banned
