Why is it that most internet forums issue permanent bans for persons with duplicate accounts? I really do not see the big deal about it

For anyone of these reasons below, maybe?
- To make yourself look legit, by backing yourself up with duplicate accounts
- If you get banned for scamming you can easily do it again with your other account
- Forums would be spammed to death with the same crap from the same person
- It would be hard to tell if a thread was decent as it would just be thanked by all the duplicate accounts. So it makes it hard to tell the crap from the decent threads
- Arguments would be between many accounts, LOL no one would win!

But what if someone is doing it for a legit reason, and wasn't a scammer? Would they have to get first account deleted by admins first and then register?

In special cases such as the one you mentioned, it would be best
to discuss it with an Administrator first and get his approval to
delete your old account and allow you to make a new one.

It's usually for fake reviews. Forums with markets have this such as HF.
When someone is selling something, they'll use a fake account for vouch for themselves and give them self +reputation, etc.
Having multiple accounts is a great way to scam.

I ounces created over 40 accounts on a forum and used a bunch of fake accounts to make my ebook look like it's worth buying. I got a shit load of sales but ended up getting ip blocked.

I just want to make multiple accounts, so when i sell a legit service, I can give myself bad reviews calling me a scammer.
