I think he wanted to mean something else as he has mentioned opened ports already in his statement

Each ISP have some free sites. ie, it opens free, without activating any 3g/2g plan or without balance reduction. mostly they are ISPs home pages. By using this free site + open ports and working proxy/VPN we can browser internet at free of cost.
what he need is, how to find the open ports in the network.
there are tools to find TCP ports easily. But Difficult to findout UDP ports.

Without trying every port there is 0-65535 by manually typing it in one by one the only quick way would be to have a computer or a phone with nmap on the same GPRS/3G/3.5G network you are using and let it do the work for you. I've read that people have installed the full version of nmap on a Nokia N900. Good luck.

Thank you for clarifying this ... Now I remember 10 years ago i had dialup at home, and i had user test and password test for opening the ISP homepage, but no access on the internet, on that time I was a member of findnot[dot]com vpn, if anybody can remember them, and i have used their vpn to access the internet with the test user and password
broadband was not an option at that time ...so YES, scan them with nmap and then come back so we can provide you a proxy or a vpn with the port you have found open ...
