What is your objective?
ISPs don't just block ports but also do deep packet inspection.
What I have found is that if you put things through 443 then they don't block the port at all. Neither do they bother inspecting the packets because they expect them to be encrypted.

Well inthe country i am they shutdown ports they dont even last 2months or 3months,i dont know how they find out after 1month or 2months gameover gone,so i assume no one here is willing to tell me how to scan for open ports this is getting me nowhere nobody here knows anything all useless is that it no one here know fbt/ubt not even iwp or your-freedom or tor all those got blocked no one here knows anything of what i am asking its either he they dont lose this that blah blah damn are you kidding me?

Bro, most of us here are IMers and the only port scanning we are doing is for finding proxies for our IM needs.
The port scanning you are trying to learn is about getting free internet connection. Maybe you just picked the wrong forum to ask...

OK to give an explanation:
if you will scan the gateway you will find the intern open ports and you need the gateway external open ports, to do that you need a machine on the internet with all the ports opened ...
then from your dialup modem where your internet connection is blocked and you can access only the ISP page you need to scan the machine IP that have all ports opened ...
nmap IP is the command, return here with the port you have found open and i will provide you a proxy on that port, but i do not think that in 2013 any admin from any ISP will leave any ports opened ...
