This is the reason why I refuse to accept Paypal payments unless the money is sent directly as the result of an invoice. There's not much disputing when a buyer has to manually authorize an invoice from within their Paypal accounts. They can still do it, but their argument becomes a little less believable.

I'd suggest that you create some payment buttons with the buyer's account email, and put up some dummy webpages selling prohibited items. After a day or two, send Paypal an email or call them up directly and report the sites. This should result in an immediate ban of their account, and then they will feel your pain.

Take my advice as entertainment only (although I would do this myself).
