By far your brain, followed by the Googe adwords keyword tool.
This is like asking what is the best vehicle to buy.
A Volvo is a nice car, but pretty useless for hauling logs. A log hauler is sorta useless for driving paying customers to the airport. Double-decker buses are useless for racing and a indy car is useless for busing people around town.
The best tools are ones you know how to actually use.
And they all are covered ad nauseum, in the forum.

there are some nice tools out there just check the bst section and check their reviews.
you shouldnt go with what is the best tool but whats the best tool for my task.

senuke xcr
xrumer
Ultimate demon
Sick submitter
bookmarking demon
GSA Ser
Captcha sniper
The best spinner
and scrapebox,
note: scrapebox is a must have tool in each arsenal of seo tools.
well Senuke is not so cheap so i wouldnt recommend it as your first tool its 147$ monthly but using it right can do wonders.
Xrumer is great tool for forum profiles so if you are going to do forum profiles xrumer is what you searching for.
Ultimate demon and sicksubmitter does the same job i think the difference is that sick has its build in templates never updated probably lazy staff i dont know so if you using sick submitter with its built in templates you are going to get very Low success rates.
with both tools you can do web 2.0 , article submission , social bookmarking , forum profiles , RSS, Blog submitter etc etc.
i would prefer sick submitter over all tools if you have costum templates, its very cheap.
i think some softwares are just overpriced like senuke for ex .

try searching in google with site:blackhatworld "keyword" this way the results will be more accurate and easy to find than internal search

Ok. Do you really recommend Xrummer and Scrapebox to a newbie? To Use the software is really easy, but WERE to use it, not so easy, don't you agree?
