This could save lot of time if it work good.
One question, if I choose to change proxies every 15min, are those ports same with new proxies?
Like 7001, will it be 7001 after new proxies?

Yes, the ports remains the same. NMP is changing internally the proxies.

You will need to have Microsoft .NET Framework 4 and Microsoft Visual C++ 2010 Redistributable Package installed in order for NMP to work for you.
