Trusting a cloaker that is not based on ip's but rather on referrers is the most stupid things I have ever heard. Plus, you're totally wrong regarding the human reviewers ip list - you can ask my clients
besides, with your cloaker, if a human reviewer will click on your ad that is found in the display network, the account will get suspended.
so you're saying you have the entire list of Google Adwords reviewers IPs (lol)? if you are, and I think you are, you are a DAMN LIAR!
Fantomaster fell apart because there IP cloaking was becoming less and less effective!
Google are using non-idenifiable IPs and they have been doing it for years!
So, tell us, how you managed to get the entire list of Adwords, Bing and Facebook reviewers IPs? And what happens if they are dynamic - lol!

IP's are not that hard to get, I have been doing it for a while and been using my cloaker just fine.
Collecting IPs is easy! Grab them and store them in a DB! Suggesting you have all the reviewers IPs is a different kettle of fish! It's BS! I wonder how many reviewers are on dynamic IPs. Let's have some honesty here.

How many IP ranges do you think Adwords, Facebook, Bing each own? Your making it seem like a gabillion (its alot, not as much as you think though). Also, some use out of house servers to be "reviewers". Your right, its hard to have 100% at one time as they do update and get fresh IP's but to suggest if you are a heavy advertiser that it is impossible to collect that data and update it real time is non sense.
Also, how do you have all the referrers, you do realize that they use out of house servers which would make each referrer different right?
How do you cloak a referrer that looks like this? (the bold part changes per click that sa is stometimes qa or ra)

I have no use to F' around cloaking by referrer when IP and hostname are the safest methods.

I've been part of a group of heavy cloakers for a number of years. We noticed a while back (years ago) that within 3 to 6 months G would eventually ban the sites even though we was using Fantomasters IP DB! Yes, the BEST at the time! After a lot of testing we came to the following conclusions.
1. Google were using non-identifiable IPs that could detect the difference in content between the cloaked page and real page;
2. Google were using ever more reviewers who were trained in cloaking and knew what to look for;
We evolved!
1. We stopped IP cloaking so the spiders could not tell the difference in content, we used obfuscated JS.
2. We minimized the difference between the original content and cloaked content.
We rarely get a ban now!
