there's no such a thing as Adword Cloaker, esp available so free on the public forum
Last commercial version was kaput since 2008 as proved useless
The Great G has way too many indians working for it to f*ck. Give it up and go to slightly whiter side of SEO
Adw.Cloaker is a myth now

I have my own Adwords cloaker that I had developed for me. It's based on multiple parameters and not just referral URLs or IPs. So far it's been working amazingly for me on the search network.

Just saw this thread, I've some experience in cloaking, so I would share:

1. Cloaker based only on HTTP referrer, won't work.
2. No one has complete list of reviewer IPs.
3. Ad networks also use third party reviewers to review your ad, you can't just get ad networks's IP range and cloak.
4. Creating/maintaining own cloaker is not recommend, it takes lot time. I really doubt, you'll get any success going this route and may not even get time to focus on your campaign.

If you can't afford cloaker then I am not sure how you going to spend your money testing campaigns.
Each campaign test costs money that's why many people will never be success in media buying because they fear losing money.

So best is to use proven cloakers like Back Jack's JCI, Traffic Armor and Fraudbuster because they have most of IPs and fingerprints and most important, they work out of box.

Free cloakers do not exists because it requires lots of works to maintain such system, so please don't waste your time if you are serious.

i know a guy he can give you trial for just cloak it or fraudbuster . then you will get a idea is it work or not. he will create a cloaking campaign for you then you will place it in your adwords account. if it work then you can buy it. his skypee (kasemcpa1)
