Phone verify ebay and selling limits

Is there any way to phone verify an ebay account without listing your first item? The selling limits also only show after I list my first item. Is there anyway to know this also with listing the first item?
 
Go to sell an item choose a category make a default listing , then continue to the next stages until it asks you to verify your ebay account through phone.Make the verification and it will take you back to your listing so if you dont want to list it then simply delete your listing and thats it.You have a phone verified account without listing the item.As for the selling limits im not sure i think they only show them when you first list.

Thank you. You are saying it has to be listing and then go in and end the auction or you can back out of it before it actually list?

I am also wondering how some people are getting the 100/5000 limit accounts? When most say they are getting 10/1000. Must be a trick to getting the high limits like that.

Yes when you make your listing and click on next stage it will ask for phone verification , after the phone verification it takes you back to preview your listing and list it eventually but you can just choose not to and back out so you wont be listing actually live anything and getting the account verified by phone.
Those limits you mention 100/5000 are rare , i mean its rare a fresh account to get that limits because usually they allow 10/500 or 10/1000 , so i guess its just luck.But the limits do increase after a few months of selling on ebay.
